2018 Annual Report on Crime and Safety 

The Montgomery County Police Department (MCPD) has historically reported its crime data following the FBI’s Uniform Crime Reporting Summary (SRS) guidelines, in which only total counts of specific incident classifications are reported. In 2017, the MCPD began reporting details about its individual crime incidents through the FBI’s National Incident-Based Reporting System (NIBRS). Under NIBRS, MCPD records all offenses associated with an incident, rather than only the most severe offense, which provides greater specificity in reporting (greater capability to break data into more categories).

2018 Annual Report on Bias Incidents

The Montgomery County Police Department’s Annual Report on Bias Incidents is a report that provides statistical data about all of the incidents and criminal offenses that are motivated by the offender’s bias against a race, national or ethnic origin, religion, sex, mental or physical disability, sexual orientation, or gender identity. In the state of Maryland, Public Safety Article §2-307 adds homelessness to the list of protected classes, and tasks all law enforcement agencies in the state to provide the Maryland State Police (MSP) with information related to bias-motivated incidents.

2018 Annual Use of Force Report 

The information presented in this annual report is obtained from the Use of Force reports completed by officers for incidents in calendar year 2018 where some type of force was used. This report is intended to provide an overview of the incidents involving use of force by police officers and to also identify trends and other issues that need to be addressed. In addition, annual reporting and analysis of department use of force policies and procedures is required by the Commission on Accreditation for Law Enforcement Agencies (CALEA) to help agencies identify policy modifications, trends, improve training and officer safety, and provide timely information for the agency to promptly address use of force issues. The Montgomery County Department of Police is dedicated to creating a culture of safety, transparency, and accountability.

2018 Annual Pursuit Report 

The information contained in this report is obtained from the MCP 610, Motor Vehicle Pursuit Report, the form completed by a supervisor from the district where a police pursuit originated.  On an annual basis, the Montgomery County Department of Police reviews and analyzes the data collected from the MCP 610 forms obtained in that calendar year and the pursuit policy (Function Code 135).
