Third District Officers Arrest Suspect for Handgun Possession After Foot Pursuit in White Oak Area

Officers from the Montgomery County Department of Police-3rd District have arrested and charged Kossi Mensah, age 34, of Royal Road in Silver Spring, with crimes to include drug possession, drug distribution, and firearm-related offenses.

On March 4, at approximately 6:45 p.m., 3rd District officers were monitoring the White Oak area of Silver Spring when an officer observed what he believed to be a drug transaction between an individual on foot, who was later identified as Mensah, and a person in a Nissan Rogue.  When the transaction was complete, the Nissan left the area.  Officers attempted to initiate a traffic stop on the vehicle.  The vehicle did not stop and as the driver accelerated down the street, he threw a bag of marijuana out of the vehicle window.

While officers were attempting to stop the vehicle involved in the suspected drug transaction, other officers observed Mensah walk toward the White Oak Shopping Center.  As officers approached Mensah he fled on foot.  As he ran, Mensah continued to reach toward his waist.  Officers pursued Mensah and he was arrested.

Upon arrest, officers located marijuana on Mensah and also recovered crack cocaine, eutylone, and ecstasy (MDMA) that Mensah had thrown to the ground as he was running from officers.  Officers also located a loaded handgun that Mensah had thrown.

It was determined that Mensah is prohibited from possessing a firearm due to prior criminal convictions.

Mensah was transported to the Central Processing Unit and is being held without bond.
