Suspect Charged with Hit-and-Run Collision and Driving Under the Influence; Loaded Handgun Found in Vehicle

Officers from the Montgomery County Department of Police-3rd District have arrested and charged Exsor Espino, age 39, of Hyattsville, Maryland, with offenses to include leaving the scene of a collision (hit-and-run), driving without a license, driving under the influence of alcohol, and transporting a loaded handgun in a vehicle.

On July 17, at approximately 11:37 p.m., 3rd District officers were dispatched to a hit-and-run collision that had just occurred in the area of the 10100 block of Kinross Avenue in Silver Spring.  The driver of the struck vehicle called the Emergency Communications Center (911) to report the collision and was able to provide the make, model, and tag number of the striking vehicle.

An officer looking for the striking vehicle located it in a parking lot in the 100 block of University Boulevard West.  As officers began to speak to the driver, who was identified as Espino, they noted that he was exhibiting signs of alcohol impairment.  An officer administered sobriety tests and Espino was arrested at the scene for driving under the influence of alcohol.  A loaded handgun was located in a storage compartment in the rear passenger seat of Espino's vehicle.

Espino was transported to the Central Processing Unit and is being held without bond.
