Man Charged with Taking Upskirt Photos and Videos of Woman Inside Convenience Store in Kensington; Possibility of Additional Victims a Concern

Officers from the Montgomery County Department of Police - Second District have charged Daniel Chauncey Parker, age 28, of Denfield Avenue in Kensington, with charges related to Parker taking upskirt photographs and video of a 43-year-old female that occurred while the victim was inside a convenience store located in Kensington.

On Monday, August 17 at approximately 5:54 p.m., 2nd District officers responded to a convenience store located in the 10500 block of Connecticut Avenue for the report of a suspect who had taken upskirt photographs and video up a women’s skirt while she waited in line inside the store.

The investigation by officers determined that the victim and a family member were inside the convenience store and standing in line when the victim’s family member made her aware that the suspect, who was standing behind them, was using his cell phone to record under the victim’s skirt.   The victim confronted the suspect and then called the police.   Officers responded to the store and spoke with the suspect, now identified as Parker.  Parker made statements to officers acknowledging that he had used his cell phone to record up the victim’s skirt.

On August 28, officers obtained an arrest warrant for Parker charging him with one count of conducting visual surveillance of a private area without the victim’s consent.  Parker was arrested on the strength of the warrant and transported to the Central Processing Unit.  He was released after posting a $2,000 bond.

This investigation is ongoing.  Officers are concerned there may be additional victims of Parker and are asking anyone who may have had any suspicious interactions with Parker to call 2nd District officers at 240-773-6700.
