Third District Officer Arrests Driver for Possession of Handgun During Traffic Stop in Downtown Silver Spring

Officers from the Montgomery County Department of Police- 3rd District have arrested and charged Romane J. Webb, age 26, of the 3300 block of Teagarden Circle in Fairland, with firearm-related offenses to include possession of a firearm by a prohibited person after officers observed Webb asleep behind the wheel of his vehicle on Colesville Road in downtown Silver Spring.

On Sunday, September 20, at approximately 10:28 p.m., a 3rd District officer was driving on Colesville Road at Fenton Street when he was flagged down by a resident who reported that the driver of a Mercedes -Benz E 320, which was stopped on Colesville Road at Wayne Avenue, appeared to be asleep behind the wheel.

Upon arriving at the intersection of Colesville Road at Wayne Avenue, the officer observed the Mercedes stopped at the traffic light and observed that the driver appeared to be passed out behind the wheel.   The officer knocked on the driver’s side window with no response from the driver. After several seconds of the officer knocking on the window, the driver acknowledged the officer’s presence and identified himself as Webb.   Officers then asked Webb to exit his vehicle.  During the investigation, officers located a loaded 9mm handgun in Webb’s front pant pocket.   Officers further determined that Webb was prohibited from possessing a handgun due to a prior criminal conviction.

Webb was arrested and transported to the Central Processing Unit where he was charged with possession of a handgun and illegal possession of a firearm.   Webb is being held without bond.
