Officers from the Montgomery County Department of Police- have arrested and charged Daniel J. Belcik, age 26, of an unconfirmed address, for kidnapping and assaulting an 18-year-old female in the parking lot of a retail store in Rockville on June 7. Belcik was arrested in the area after he fled on foot from officers.
On Monday, June 7, at approximately 9:12 p.m., 1st District officers responded to the parking lot of a store located in the 5700 block of Bou Avenue for the report of a kidnapping that had just occurred.
The investigation by detectives determined that the victim was loading items into her vehicle when the suspect approached her from behind and grabbed her by the wrist. The suspect pulled the victim away from her car. The victim screamed and fought with the suspect as he pulled her out of the parking garage. Witnesses who saw the struggle between the suspect and the victim came to her aid. After being confronted by witnesses, the suspect released the victim and fled the area on foot. The victim and witnesses provided responding officers with a description of the suspect.
Officers located an individual walking on Rock Creek Mill Road who matched the suspect’s description. Upon seeing the officers, the suspect fled but was arrested approximately 45 minutes later in the 5500 block of Fishers Lane and identified as Belcik.
The investigation determined that the victim, who was not injured, and Belcik were not known to each other.
Belcik was transported to Police Headquarters where he was interviewed by detectives. During the interview, Belcik made statements acknowledging his involvement in this incident.
Belcik was transported to the Central Processing Unit and was charged with kidnapping, attempted kidnapping, second-degree assault, and resisting arrest. He is being held without bond.
