Silver Spring Homicide Suspect Arrested; Charged with First-Degree Murder

Gaithersburg, MD - A suspect wanted in connection with the shooting death of a Baltimore man inside of a Silver Spring parking garage, has ben arrested.

30-year-old Ramone Christopher Ramsay is accused of shooting and killing Kymani Elijah Bailey in the early morning hours of Saturday, July 8.

During the course of the investigation, Montgomery County Department of Police – Major Crimes, Homicide detectives reviewed surveillance video inside of Public Parking Garage 3 and were able to obtain images of Ramsay. Detectives also learned that Ramsay had been kicked out of an area nightclub a short time before the shooting.

For reasons still under investigation, Ramsay is alleged to have shot Bailey as he was walking with a group of people in the parking garage.

There is no known connection between the suspect and the victim.  On Sunday, July 9, 2023, detectives obtained an arrest warrant charging Ramsay with first-degree murder and other related charges.

Ramsay, who has no known address, was arrested on Wednesday, July 12, 2023, and taken into custody without incident. He has been transported to the Montgomery County Central Processing Unit, where he was served with the warrant.

This remains an active investigation.
