SVID Investigation Leads to Arrest of Rockville Man

For Immediate Release: Monday, July 14, 2025

Gaithersburg, MD - A 32-year-old Rockville man is being held without bond following an investigation that began after he was arrested for allegedly recording a teenage girl inside of a department store changing room. Detectives are concerned that there may be additional victims and are asking for them to come forward.

On Thursday, April 17, 2025, Montgomery County Department of Police 2nd District officers responded to a report of a suspicious situation at Westfield Montgomery shopping mall after a 15-year-old female victim reported that an unknown male recorded her in the changing room at the Urban Outfitters store.

Second District officers conducted an extensive investigation and identified the suspect as Javier Armando Pastran Morales. He was arrested on Thursday, May 15, and charged with peeping Tom and visual surveillance in a private area. Officers seized Pastran Morales’ cell phone during the arrest and obtained a search warrant to examine its contents.

Investigators from the Special Victims Investigations Division – Child Exploitation Unit located child sexual abuse material on the device, including videos of Pastran Morales engaging in sexual activity with a small dog, and photographs they believe were produced by Pastran Morales. He was arrested again on Friday, July 11, and charged with manufacturing child Pornography, sex abuse of a minor, distribution of child pornography, aggravated cruelty to animals, and possession of child pornography.

Pastran Morales was transported to the Montgomery County Central Processing Unit, where he is currently being held.
