For Immediate Release: Saturday, November 22, 2025

Gaithersburg, MD — A 22-year-old Silver Spring man was shot and killed Friday afternoon on Richmond Avenue in downtown Silver Spring. The suspect, a relative of the victim, was arrested hours later in Laurel.

At approximately 2:07 p.m. on Friday, November 21, 2025, Montgomery County 3rd District officers and Fire Rescue personnel were dispatched to the area of Richmond Avenue and Fenton Street for a report of a person shot. First responders found Babacar Mbengue, lying in the street with a gunshot wound to the chest. He was transported to an area hospital, where he was pronounced dead.

Detectives with the Montgomery County Department of Police – Major Crimes Division, Homicide Section, immediately identified 20-year-old Fallou Galass Fall, of Laurel, as the suspect.

The investigation determined that Mbengue and Fall were inside a red Tesla when they began arguing. Both got out of the car and continued fighting in the street. During the altercation, Fall allegedly pulled out a gun and shot Mbengue. He then left the scene in the Tesla.

Fall was arrested in Laurel shortly after 6 p.m. as he was driving away from his apartment. He was transported to the Montgomery County Central Processing Unit, where he was served with a warrant charging him with first-degree murder. He is awaiting a bond hearing.
