Gaithersburg, MD — A Silver Spring man has been charged in connection with a 2025 fatal pedestrian collision.
26-year-old Oscar Pedrozo is charged with criminally negligent homicide following an investigation by the Montgomery County Department of Police Collision Reconstruction Unit (CRU).
The collision occurred on Wednesday, July 16, 2025, at approximately 10:40 a.m. in the area of Connecticut Avenue and Plyers Mill Road. 2nd District officers and Montgomery County Fire and Rescue Service personnel responded to the scene for a report of a pedestrian struck by a vehicle.
CRU detectives determined that Pedrozo was driving a U.S. Postal Service van and was leaving a gas station in the 10600 block of Connecticut Avenue, preparing to turn northbound onto Connecticut Avenue. At the same time, 64-year-old Mairi Nicola Morrison of Garrett Park was walking southbound on the sidewalk and had entered the driveway apron when she was struck. She was transported to an area hospital where she later died as a result of her injuries.
The investigation revealed that Pedrozo was wearing earbuds and listening to music at the time of the collision. Detectives also determined that after the initial impact, the van continued moving forward and then reversed while Morrison was still underneath the vehicle.
Pedrozo turned himself in to police on Wednesday, March 25 and was released on bond.
