County Executive Leggett’s Remarks at the Fall 2017 Mid-Atlantic StatNet Meeting

Good morning!


Welcome to Montgomery County. We are very pleased to be hosting today’s Mid-Atlantic StatNet meeting; and we welcome our neighbors from Prince George’s County, and Howard County, Baltimore City, the State of Maryland, Washington DC, the City of Alexandria, Fairfax County, and beyond!


As County Executive, Performance Measurement and Management has been important to me from the beginning of my administration.


My 2006 transition document identified, as a Strategic Policy Recommendation, that we become a “A County government that responds and tracks and evaluates performance.”


It further made the point that a County government that responds must establish baseline information on critical services; design systems to measure outcomes; and provide frequent feedback to those responsible for service delivery.


The outcome of those executive priorities is CountyStat.


I was inspired by what I saw then-Baltimore Mayor Martin O’Malley doing in Baltimore with CitiStat.


It was important to replicate a similar system here to ensure our we are effectively meeting the needs of our residents and businesses in an open and transparent method ensuring every voice is heard.


It’s also why I have charged CountyStat to reignite and lead our current 2017 County Resident Survey.


And now, on the cusp of its 10-year anniversary, CountyStat has proven an indispensable barometer for the County under the guidance of Dave Gottesman to ensure we are best-positioned to be a responsive and accountable County Government.
