The Commission on Landlord-Tenant Affairs<https://cexbcc.montgomerycountymd.gov/board/4098> has six vacancies to fill. Please share this notice with anyone who may be interested. The application deadline is January 16, 2026.Applicants from diverse backgrounds, professions, genders, geographic locations, disabilities, ethnicities, and age groups are encouraged to apply. Members of County boards, committees, and commissions may not serve on more than one such group at a time. The County Executive’s appointments are generally subject to confirmation by the County Council. Members must complete training on the Maryland Open Meetings Act, Montgomery County Ethics Law, and basic parliamentary procedure. Members are eligible for reimbursement for travel and dependent care expenses incurred during in-person meetings they attend. County boards, committees, and commissions may meet virtually by video and/or teleconference.
County Executive Marc Elrich is seeking applicants to fill six vacancies on the Commission on Landlord-Tenant Affairs for two landlord, two public-at-large, and one tenant and one tenant alternate positions. The County Executive encourages minority participation on the County’s boards, committees, and commissions to ensure that a variety of issues, concerns, and viewpoints are considered. One landlord incumbent, one public incumbent, and one tenant incumbent are eligible to apply for reappointment. All members must be residents of Montgomery County.
The fifteen-member commission hears landlord-tenant disputes. A landlord member must be an owner of rental housing located in the County; a manager, or an employee of a manager, of rental housing located in the County; an attorney who primarily represents owners or managers of rental housing; or be nominated by an organization that represents owners or managers of rental housing located in the County. A tenant member must be a tenant of rental housing in the County; an attorney who primarily represents tenants of rental housing; or be nominated by an organization that represents tenants of rental housing located in the County. A tenant member must not derive a substantial portion of their income from rental housing. An attorney member must, at the time of appointment, have appeared in 10 or more landlord-tenant cases and represented owners, managers, or tenants in more than 60% of the attorney’s landlord-tenant cases. A public-at-large member must not be qualified as a landlord or tenant member or derive a substantial portion of his or her income from rental housing.
Members serve three-year terms without compensation but are eligible for reimbursement for travel and dependent care expenses incurred during in-person meetings. The Commission currently meets virtually by video- and teleconference on the first Tuesday evening of each month. When in-person meetings resume in the future, the Commission will meet in Rockville. In addition, members are expected to serve on panels that hear cases involving landlord-tenant disputes. Members are required to file a public financial disclosure statement before their appointment as County Executive and annually thereafter. Additionally, applicants to this Commission will be sent a questionnaire to complete and include with their application.
