Meeting: Transportation, Infrastructure, Energy & Environment (T&E) Committee

Bill 12-18, Real Property - New Home Sales Contracts - Solar Panel Systems
The T&E Committee will review Bill 12-18, Real Property - New Home Sales Contracts - Solar Panel Systems. Councilmember Marc Elrich is the lead sponsor. Councilmember Tom Hucker is a cosponsor. Bill 12-18 would require the seller of a new single-family home to give the buyer an option to install a solar panel system. It would also require the seller to disclose the benefits of a solar panel system and an estimate of the cost to install the system. The goal of the bill is to increase the use of renewable energy in the County.

Bill 33-18, Environmental Sustainability - Commercial Property Assessed Clean Energy Program - Property tax surcharge
The T&E Committee will close out its meeting with a review of Bill 33-18, Environmental Sustainability - Commercial Property Assessed Clean Energy Program (C-PACE) - Property tax surcharge. Councilmember Roger Berliner is the lead sponsor. Councilmembers Sidney Katz, Marc Elrich, Council President Hans Riemer, Councilmember Tom Hucker, Council Vice President Nancy Navarro and Councilmember Craig Rice are cosponsors. Bill 33-18 would require the County to add the property tax surcharge to the property tax bill within a certain timeframe. Under current law, the County places the tax surcharge to collect a C-PACE loan after the project is completed. Bill 33-18 would require the surcharge to be placed on the following July 1 after the execution of a clean energy loan financing agreement.

Topic:
Update on Montgomery County Public Schools performance data
The ED Committee will receive an update from Montgomery County Public Schools (MCPS) on its student performance data. The presentation from MCPS will include a review of several data points, associated with literacy and math readiness, college and career readiness and equity accountability. For each measure, MCPS includes data for all students and also breaks out data by the student subgroups that have historically had disparities in academic performance: Black or African American students, Hispanic or Latino students, and students impacted by poverty.

Two years ago, the Superintendent and the Board of Education, Jack Smith, initiated a process to revise and enhance MCPS' performance tracking and data reporting structure within the context of MCPS' Evidence of Learning (EOL) framework. The EOL framework uses multiple measures to determine if students are learning, and if they are learning enough.
