Council to receive briefing on the fiscal plan and expenditure overview on Jan. 22

Also on Jan. 22: Introduction of a resolution to establish a Remembrance and Reconciliation Commission, and the Transportation and Environment Committee begins review of fiscal year 2019 Budget Savings Plan 

The Council meeting on Tuesday, Jan. 22 will begin at 10:30 a.m. Individuals interested in attending a Council meeting should confirm the information on the day of the meeting by visiting the Council’s web page or by calling the Council’s Communication Office at 240-777-7832. All meetings are held in the Council Office Building (100 Maryland Ave., Rockville, MD.) in the third-floor hearing room, unless otherwise noted.

Overview of County Fiscal Plan and expenditures

Councilmembers will receive a briefing from Council staff on the County’s Fiscal Plan and expenditures.  This overview pulls together key fiscal information provided at different points in the year to provide a contextual framework for Council decision-making on the capital and operating budgets. The presentation also will provide information related to the factors resulting in the FY19 savings plan proposed by the County Executive. The Council staff report can be viewed here.  

 Resolution to establish a Remembrance and Reconciliation Commission

The Council will introduce a resolution to establish the Remembrance and Reconciliation Commission. Councilmembers Hans Riemer, Will Jawando and Craig Rice are the lead sponsors. Council Vice President Sidney Katz and Councilmembers Andrew Friedson and Gabe Albornoz are cosponsors.  This commission will help bring the community together to recognize African American history in Montgomery County and will work to establish memorial markers for African Americans who were lynched in the County.  At least three documented lynchings occurred in the County--two in 1880 and one in 1896.  The Council resolution can be viewed here 

Transportation and Environment (T&E) Committee—FY19 Budget Savings Plan

At 2 p.m. the T&E Committee, which is chaired by Councilmember Tom Hucker and includes Councilmembers Evan Glass and Hans Riemer, will review the fiscal year 2019 (FY19) Savings Plan reductions proposed by County Executive Elrich for the Department of Transportation, the Department of Environmental Protection and the Utilities non-departmental account (NDA) budgets.  The Committee will develop its recommendations on whether it agrees or disagrees with each reduction, and it may recommend alternative funding reductions.  The Council staff report is available here.    

The Council and Committee meetings will be televised live by County Cable Montgomery (CCM). The channel can be viewed on Cable Channels 996 (high definition) and 6 (standard definition) on Comcast; Channels 1056 (HD) and 6 (SD) on RCN; and Channel 30 on Verizon.
