Council to commemorate Black History Month and introduce resolution to adopt bill limiting lead in school drinking water as a Board of Health regulation on Feb. 26

The Council meeting on Tuesday, Feb. 26 will begin at 9:30 a.m. Individuals interested in attending a Council meeting should confirm the information on the day of the meeting by visiting the Council’s web page or by calling the Council’s Communication Office at 240-777-7832. All meetings are held in the Council Office Building (100 Maryland Ave., Rockville, MD.) in the third-floor hearing room, unless otherwise noted.

At 9:40 a.m. the Council will hold a special program to commemorate Black History Month. The Council’s Black History Month commemoration will include a video segment and a panel discussion. The video segment focuses on the African American Historic Sites Project and the formation of the Remembrance and Reconciliation Commission. The video features members of the African American Historic Sites Project including: Christine (Tina) Clarke (chair); Charlotte Coffield, Warren Fleming, Anita Neal Powell, Patricia Tyson and Office of Human Rights Director James Stowe.

The panel discussion will focus on how we connect African American history with our efforts to eliminate systemic racial inequality in Montgomery County. Panelists include: Shebra Evans, president of the Montgomery County Board of Education; Carolyn Lowery, Wheaton network builder for Impact Silver Spring; Dr. DeRionne Pollard, president of Montgomery College; C. Marie Taylor, president and CEO of Leadership Montgomery; Nate Tinbite, student at Montgomery County Public Schools; Elijah Wheeler, deputy director and social justice director, Montgomery County Collaboration Council; and Rashani Ward-Williamson, student at Montgomery College. The agenda can be viewed here.

Board of Health Resolution to adopt Bill 2-19, Health - Lead in Drinking Water - Schools as a Board of Health Regulation
The Council will introduce a resolution to adopt Bill 2-19, Health - Lead in Drinking Water – Schools, as a Board of Health regulation. Bill 2-19 would establish a County lead limit for drinking water that is stricter than the State of Maryland’s water quality requirement for lead in drinking water in public schools. Councilmembers Tom Hucker is the lead sponsor. All other Councilmembers are cosponsors. The bill also requires corrective action for water fountains and other water sources in public school buildings with lead concentration greater than the County lead limit. The goal of this legislation is to help ensure that students have safe drinking water at public schools. The Council staff report can be viewed here.

•ZTA 19-02, Clinics - Limited Uses
At 1:30 p.m. the Council will hold a public hearing on Zoning Text Amendment (ZTA) 19-02, Clinics - Limited Uses. The Council staff report can be viewed here.

•Amendment to FY19-24 CIP – Department of Transportation - Street Tree Preservation Program
At 1:30 p.m. the Council will hold a public hearing and vote on an amendment to the FY19-24 Capital Improvements Program – Department of Transportation - Street Tree Preservation Program. The Council staff report can be viewed here.

•ZTA 19-01, Accessory Residential Use - Accessory Apartments
At 7:30 p.m. the Council will hold a public hearing on ZTA 19-01, Accessory Residential Use – Accessory Apartments. The Council staff report can be viewed here.

The Council meeting will be televised live by County Cable Montgomery (CCM). The channel can be viewed on Cable Channels 996 (high definition) and 6 (standard definition) on Comcast; Channels 1056 (HD) and 6 (SD) on RCN; and Channel 30 on Verizon.
