Council Committee Meetings on April 4 and 5

For Immediate Release: Thursday, April 4, 2019

The following committee meeting are scheduled for Thursday, April 4 and Friday, April 5. Individuals interested in attending a committee meeting should confirm the information on the day of the meeting by visiting the Council’s web page at tinyurl.com/CountyCouncilMeetings or by calling the Council’s Communications Office at 240-777-7931. All meetings are held in the Council Office Building (100 Maryland Ave., Rockville, Md.), unless otherwise noted.

Meeting: Planning, Housing and Economic Development (PHED) Committee
Time: April 4 at 9:30 a.m.
Location: Seventh floor hearing room
PHED Committee: Councilmembers Hans Riemer (Chair), Andrew Friedson (Lead for Parks) and Will Jawando
Topics:
County Incubator Programs
The PHED Committee will review the County’s business incubator programs. Topics to be discussed include what models the County Executive intends to implement in the County, how the County Executive will utilize the County’s existing assets and the primary focus of the County’s incubator programs. Jerome Fletcher, Assistant Chief Administrative Officer, and Ruth Semple, Economic Development Manager, Department of Finance, are expected to attend.

ZTA 19-01, Accessory Residential Uses - Accessory Apartments
The PHED Committee also will continue its review of ZTA 19-01, Accessory Residential Uses – Accessory Apartments. Councilmember Hans Riemer is the lead sponsor. ZTA 19-01 would remove the requirement for conditional use approval for all accessory apartments and revise the limited use provisions for attached and detached accessory apartments. The goal of this zoning change is to streamline the process for having an accessory apartment, to help increase the supply of affordable housing.

Bill 4-19, Personnel - Merit System - Requesting Salary History - Prohibited
The GO Committee will review Bill 4-19, Personnel – Merit System – Requesting Salary History Prohibited. Councilmember Evan Glass is the lead sponsor. All other Councilmembers are cosponsors. Bill 4-19 would prohibit the County from requesting salary history from an applicant for County employment and prohibit the County from relying on salary history to determine an applicant’s starting salary. The goal of this bill is to help eliminate wage inequity between genders for Montgomery County Government employees.

Topics:
Stormwater Management and MS4 Permit Status
The T&E Committee will receive an update on stormwater management issues and the status of the municipal separate storm sewer systems (MS4) permit. Last year, as part of his FY19-24 CIP recommendations, the prior Executive recommended a new Design/Build/Maintain (DBM) project intended to improve project delivery and achieve lower per acre restoration/retrofit costs.

Bill 7-19, Environmental Sustainability – Commercial Property Assessed Clean Energy Program – New Construction
The T&E Committee will review Bill 7-19, Environmental Sustainability - Commercial Property Assessed Clean Energy Program – New Construction. Councilmember Tom Hucker is the lead sponsor. All other Councilmembers are cosponsors. Bill 7-19 would expand the Commercial Property Assessed Clean Energy (CPACE) Program to new construction. The goal of this bill is to promote environmental sustainability by allowing new commercial construction to be eligible for the CPACE program.

Bill 36-18, Transportation Management – Transportation Demand Management Plan - Amendments
The T&E Committee will continue its review of Bill 36-18, Transportation Management – Transportation Demand Management Plan – Amendments. Councilmember Hans Riemer is the lead sponsor, at the request of the County Executive. The goal of this legislation is to reduce traffic congestion and automobile emissions and to support multi-modal transportation. Expedited Bill 36-18 would do the following:
• expand transportation demand management to reduce traffic congestion and automobile emissions, support multi-modal transportation and non-automobile travel goals, enhance the efficient use of transportation infrastructure and promote the sustainability of existing and future development; and
• establish the requirements for a transportation demand management plan for development in certain areas of the County.
Al Roshdieh, director of the Department of Transportation; Casey Anderson, Chair of the Planning Board; and Gwen Wright, Director of the Department of Planning are among those expected to attend.

Topic:
County’s Climate Change Initiatives
The T&E Committee will receive a briefing on the County’s climate change initiatives. The discussion will focus on how the County is studying its greenhouse gas emissions, developing goals and strategies to reach those goals, and implementing numerous initiatives. Those expected to attend include the following: Adriana Hochberg, Assistant Chief Administrative Officer and Director of County Climate Policy; David Dise, Director, Department of General Services (DGS); Al Roshdieh, Director, Department of Transportation; Eric Coffman, Chief, Office of Energy and Sustainability, DGS; and Stan Edwards, Chief, Environmental Policy and Compliance, Department of Environmental Protection.
