Montgomery County Maryland Press Release - Montgomery County Council Council Committee Meetings on May 3

  • funding is allocated for a development director and to what extent is County funding supporting low-income students. Executive staff reports that GBTLA includes $86,800 in County funding to support a Development Director; however, that position has not been filled.
  • CIP Amendment: Linkages to Learning and School -Based Health Centers: The Executive is recommending an amendment to the FY19-24 CIP which includes $1 million over the six-year period for this umbrella project. The project provides for two major types of facilities: Linkages to Learning centers and school-based health centers.
  • Linkages Expansion: Councilmember Albornoz and Rice have requested that the Joint Committees revisit the Linkages to Learning budget to provide a full staffing complement for the Kemp Mill and Summit Hall Elementary School Linkages programs, at a cost of $30,917 and $36,629, respectively.
  • Proposals for Mental Health Services for Youth: Councilmembers Jawando, Albornoz and Friedson, requested that the Joint Committee add $54,750 to the reconciliation list to expand coverage of the EveryMind's Crisis Prevention and Intervention Services.

PHED Committee: Councilmembers Hans Riemer (Chair), Andrew Friedson (Lead for Parks) and Will Jawando
Topics: The Committee is scheduled to review several items included in the Fiscal Year 2020 (FY20) Recommended Operating Budget and CIP amendments.

Urban Districts
Urban Districts support and enhance the County’s unincorporated downtowns (Bethesda, Silver Spring, and Wheaton) as prosperous, livable urban centers by maintaining streetscape and its investments; providing additional public amenities such as plantings, seating, shelters and works of art; promoting the commercial and residential interests of these areas; and programming cultural and community activities. The Recommended FY20 Operating Budget is $9.1 million.

Incubator Programs - Economic Development Partnership
This Incubator Programs - Economic Development Partnership non-departmental account provides for facility lease payments and facility, program, and portfolio management services for the County's Business Innovation Network (BIN) facilities, and program funding for the Business Incubator Without Walls Program (for Wheaton and Down County area). The Executive recommends a total of $2,592,917, which is a decrease of $992,054 or 27.7 percent from the FY19 Approved Budget.
