Council Budget Meetings for May 9

For Immediate Release: Thursday, May 9, 2019

The Council meeting on Thursday, May 9 will begin at 9:30 a.m. Individuals interested in attending a Council meeting should confirm the information on the day of the meeting by visiting the Council’s web page or by calling the Council’s Communication Office at 240-777-7832. All meetings are held in the Council Office Building (100 Maryland Ave., Rockville, MD.) in the third-floor hearing room, unless otherwise noted.

Fiscal Year 2020 (FY20) Operating Budget and FY19-24 Capital Improvements Program (CIP) Amendments:

Budget Consent Calendar – Fiscal Year 2020 Operating Budget
Numerous budgets are on the consent calendar, which generally means that all issues have been reviewed and resolved in the Council’s committees. A list of budget items on the consent calendar are listed on the Council agenda.

Department of Environmental Protection - General Fund
For FY20 the County Executive recommends a total of $31.99 million for the Department of Environmental Protection (DEP), which is a 4.2 percent increase from the FY19 Approved Budget. This includes expenditures in the General Fund and the Water Quality Protection Fund (WQPF).

DEP - Solid Waste Services
The total recommended FY20 Operating Budget for the Division of Solid Waste Services is $117.2 million, which is an increase of $7.3 million or 6.6 percent from the FY19 Approved Budget.

CIP: General Government Economic Development project: White Oak Science Gateway
This project provides for the planning and development coordination activities by the County necessary to implement redevelopment of the 110-acre County-owned parcel on Industrial Parkway. The County Executive recommends reducing expenditures in FY20 because the coordinator position will be split 50/50 between the White Flint and White Oak project. In addition, the County Executive recommends shifting expenditures for road construction based on the project's timeline.

Incubator Programs - Economic Development Partnership
This nondepartmental account (NDA) provides for facility lease payments and facility, program, and portfolio management services for the County’s Business Innovation Network (BIN) facilities, and program funding for the Business Incubator Without Walls Program (for Wheaton and Down County area). The County Executive’s Recommended FY20 Operating Budget is $2.6 million.

Community Engagement Cluster (CEC): Reginal Business Hub
The County Executive's Recommended FY20 Budget for the CEC includes the creation of a Regional Business Hub program within the Regional Services Centers (RSC) budget. The program is funded by a transfer of $429,583 from the Incubator Programs - Economic Development Partnership NDA. The Planning, Housing and Economic Development Committee met and reduced the transfer from the NDA by $200,000. Therefore, the total transfer available to fund the Regional Business Hub program is now $229,583. The County Executive's budget also shifts $356,741 for the Small Business Solutions Group from the Office of the County Executive.

Meeting with Prince George’s County Council regarding Bi-County Budgets at the Washington Suburban Sanitary Commission Headquarters in Laurel, MD 
The Council will meet with the Prince George’s County Council to vote on the Washington Suburban Sanitary Commission (WSSC) proposed budget. The Recommended FY20 Operating Budget is $817.4 million, which is an increase of $35.8 million or 4.6 percent from the FY19 Approved Budget.
