Review of Suicides in 2018 in the Montgomery County Correctional Facility

Montgomery County has completed a thorough review of the suicides of Inmate Thierry Nkusu and Tyler Tessier, which occurred at the Montgomery County Correctional Facility on July 4, 2018 and September 6, 2018, respectively.

The review included an internal investigation of both incidents.  The investigation included a procedural review of mental health and evaluation management, with a focus on self-destructive behavior identification and interventions.

The internal investigation findings were consistent with those of the Police investigation as well as the report of the Medical Examiner’s Office.  Specifically, that the cause of death was suicide in both cases. 

The Department of Correction and Rehabilitation has taken steps to engage every opportunity to prevent self-destructive behavior.  This includes continuous evaluation of and modification to living areas, staff training, and enhancement of opportunities to positively engage the inmate population, family, and visitors in the Behavioral Health environment.
