Council Committee Meetings for the week of June 24

The following committee meetings are scheduled for the week of June 24. Meeting: Health and Human Services (HHS) Committees
Date/Time: June 24 at 9:30 a.m.

Topic:
Bill 12-19, Human Rights and Civil Liberties - Building Maintenance Worker - Minimum Work Week
The PHED Committee will begin its review of Bill 12-19, Human Rights and Civil Liberties - Building Maintenance Worker - Minimum Work Week. Councilmember Riemer is the lead sponsor, Councilmembers Jawando, Hucker, Council President Navarro and Councilmember Rice are cosponsors. Bill 12-19 would require an employer to provide a minimum work week of at least 30 hours for each employee working as a janitor, building cleaner, security officer, concierge, doorperson, handyperson, or building superintendent at an office building occupying at least 350,000 square feet in the County. The bill would also apply to a County government employee working as a building maintenance worker in an office building of at least 350,000 square feet. The bill would not apply to a person working in a building owned by the United States, state or local government.

Executive Regulation 3-19, Position Description: Deputy Director of the Department of Housing and Community Affairs
The PHED Committee will review Executive Regulation 3-19, Position Description: Deputy Director of DHCA. This regulation establishes the position description, which focuses on housing, for the deputy director of DHCA, which is a non-merit position.

Briefings on The Missing Middle Housing Study and report on housing, population, and employment trends since 1990
Montgomery County Planning Department staff will provide a briefing to the PHED Committee on two projects completed within the past year: The Missing Middle Housing Study and a report on Montgomery County population, housing and employment trends since 1990.

“Missing middle” housing is residential housing built at a density greater than that of single-family detached homes and less than that of mid-rise apartment buildings. “Missing middle” housing types range from small lot bungalows and bungalow courts to duplexes, triplexes and quadplexes, and from townhouses and stacked flats to small-scale apartment buildings.

The Planning Department's Research and Special Projects Division completed a report on housing, population, and employment trends since 1990 to document key changes in the County's demographics, housing and employment since the last update to the General Plan (the 1993 Refinement). The goal of this report is to provide a baseline of key trends and illustrate changes in these trends over the past 25 years.

Office of Consumer Protection
The PS Committee will receive an update from the Office of Consumer Protection (OCP) on its current initiatives and future plans. OCP's primary mission is to prohibit unfair and deceptive trade practices in order to protect consumers and maintain a level playing field for merchants. Those expected to attend include Eric Friedman, director of OCP; Tracy Rezvani, administrator, OCP; Samuel K. Buo, Administrator, OCP; Marsha Carter, Management and Budget Specialist, OCP.

Meeting: Government Operations and Fiscal Policy (GO) Committee
Time: June 27 at 2 p.m.

GO Committee: Council President Nancy Navarro (Chair), Councilmember Andrew Friedson and Council Vice President Sidney Katz

Declaration of No Further Need: Disposition of the former Silver Spring Library site located at 8901 and 8907 Colesville Road in Silver Spring
The GO Committee will meet to review the declaration of no further need for the disposition of the former Silver Spring Library site located at 8901 and 8907 Colesville Road in Silver Spring. The County's property disposition law requires, with certain exemptions, that County owned property being sold or being leased for more than two years, have a declaration of no further need approved by the Council. The Executive must provide the Council with the material terms of the sale or lease, any information required by the Council to make its decision and must advertise the declaration of no further need in the County Register.
