Council Committee Meetings for September 9

The following committee meetings are scheduled for Monday, September 9. Meeting: Planning, Housing and Economic Development (PHED) Committee
Time: 9:30 a.m.

PHED Committee: Councilmembers Hans Riemer (Chair), Andrew Friedson (Lead for Parks) and Will Jawando
Topic:
Bill 20-19, Landlord-Tenant Relations – Licensing of Rental Housing – Fee Exemption 

The PHED Committee will review Bill 20-19, which would exempt a license applicant from any license fee to operate an accessory apartment as rental housing in certain circumstances. Councilmember Andrew Friedson is the lead sponsor. Councilmembers Will Jawando, Gabe Albornoz, Hans Riemer, Council President Nancy Navarro and Councilmember Craig Rice are cosponsors. The goal of this bill is to eliminate any license fee associated with operating an accessory apartment as rental housing, if the apartment is occupied by an individual with disabilities.

Bill 14-19, Police – Policing Advisory Commission – Established

The PS Committee will review Bill 14-19, which would establish a 13-member Policing Advisory Commission. The lead sponsor is Councilmember Hans Riemer. Councilmember Will Jawando is a cosponsor. The Policing Advisory Commission would advise the Council on policing matters; provide information on best practices in policing; recommend policies, programs, legislation or regulations; comment on matters referred to it by the Council and conduct at least one public forum each year for community input on policing matters and engage in public education. The group must also provide an annual report to the Executive and Council by July 1. The goal of Bill 14-19 is to enhance trust and transparency between the police department and community members and to identify best practices in policing.

FY19 MCPS Operating Budget and Grant Funds Categorical Transfer Requests

The E&C Committee will review the fiscal year 2019 (FY19) operating budget for Montgomery County Public Schools (MCPS) and grant funds categorical transfers. The Education and Culture Committee will discuss the MCPS FY19 Year-End Financial Report and consider a resolution to approve categorical transfers of $2,650,000 for the MCPS FY19 Operating Budget and $665,000 for FY19 Grant Funds as requested by the Board of Education.
