Supplemental appropriation to MCPS’ FY19 Operating Budget, Entrepreneurial Activities Fund - $3,500,000 for School Bus Safety Camera Program
The E&C Committee will review a supplemental appropriation of $3.5 million for Montgomery County Public Schools’ (MCPS) school bus safety camera program. This appropriation would provide MCPS with spending authority for payments to the contractor based on actual revenues collected. The Council previously approved a fiscal year 2019 supplemental of $5.6 million for this purpose in June 2019.

Expedited Bill 19-19, Economic Development - Workforce Development - Amendments
The PHED and E&C Committees will meet jointly to review Expedited Bill 19-19, which would allow the Council to designate a nonprofit corporation, a public educational institution, or both, as the County’s workforce development organization. The lead sponsor is Council President Navarro. Councilmember Jawando is a cosponsor. The goal of this bill is to better align County resources to ensure that the County’s workforce development efforts meet the talent attraction, development and retention needs of strategic industries; meet the needs of the underemployed and unemployed; and develop efficient and effective career pathways that lead to sustainable wage jobs that support a thriving economy.

Office of Legislative Oversight (OLO) Report 2019-11, Cost of Retiree Health Care Benefits
The GO Committee will review Office of Legislative Oversight (OLO) Report 2019-11, Cost of Retiree Health Care Benefits. The report responds to the Council’s request for a comprehensive review of current and projected OPEB costs and the identification of possible strategies to control the growth of these expenses. The Council specifically directed staff to provide recommendations on structural safeguards that the County can implement to assure continuous funding for OPEB at appropriate levels throughout the fiscal year.
OPEB are non-pension benefits offered by an employer to qualified retirees, such as retiree health insurance.
