Council Committee Meetings on Dec. 5

The following committee meetings are scheduled for Thursday, Dec. 5. Supplemental appropriation and CIP amendment - $15,910,000 for White Flint West Workaround
The T&E Committee will review a supplemental appropriation and CIP amendment for the White Flint West Workaround. The supplemental appropriation and amendment are needed due to design changes for storm drain and utility conflicts, land acquisitions, utility relocations and related construction costs. The revised project description form also reflects the fact that the estimated cost of relocating certain water and sanitary lines will be split roughly evenly between the County and the Washington Suburban Sanitary Commission. On Nov. 25 the Council received a memorandum from the Office of Management and Budget (OMB) noting a correction to the requested appropriation: the amount to be authorized should be $18,168,000, not $15,910,000. Those expected to attend the meeting include the following: Emil Wolanin, deputy director, Department of Transportation (DOT); Tim Cupples, chief, Transportation Engineering Division, DOT; Dan Sheridan, Transportation Engineering Division, DOT; and Alison Dollar-Sibal, budget analyst, OMB.

Council staff recommends approving the CIP amendment and supplemental appropriation for $18,168,000 as shown on circle pages eight to 12 of the Council staff report, which can be viewed here.

Grant Application for the 2019 Enhanced Mobility Program
The T&E Committee will review a grant application for the 2019 Enhanced Mobility Program. DOT wishes to apply for a Metropolitan Washington Council of Governments (MWCOG) grant of $547,438 to expand its Travel Training Program for seniors and persons with disabilities. The funds would be used to acquire a new Ride On bus specially outfitted to be a classroom setting with monitors, display boards and handouts. The grant application would be matched with $176,682 in County funds. The grant requires a 20 percent match for capital expenditures and a 50 percent match for operating costs. If MWCOG were to award the grant to DOT, the funds will not be available until late Fiscal Year 2021 (FY21) or early FY22. MWCOG requires that a grant application be supported by both the Council and County Executive. Council staff recommends authorizing this grant application.
