Council Committee Meetings on Jan. 23

The following committee meetings are scheduled for Thursday, Jan. 23. Individuals interested in attending a committee meeting should confirm the information on the day of the meeting by visiting the Council’s web page at tinyurl.com/CountyCouncilMeetings or by calling the Council’s Communications Office at 240-777-7832.

Meeting: Health and Human Services (HHS) Committee and Public Safety (PS) Committee
Time: 9:30 a.m.
Location: Seventh floor hearing room
HHS Committee: Councilmembers Gabe Albornoz (Chair), Evan Glass (Lead for Homelessness and Vulnerable Communities) and Craig Rice

Topic:
Gang Activity and Gang Prevention Services
The HHS and PS Committees will meet jointly to receive an update on gang activities and gang prevention services in the County. The update is intended to inform the joint committee on regional gang activity and crime trends and how county departments are working with private organizations to address the needs of young people to prevent them from becoming involved with gangs or involved in criminal activities.

Meeting: Planning, Housing and Economic Development (PHED) Committee
Time: 9:30 a.m.

Topics:
ZTA 19-07, Telecommunications Towers – Limited Use
The PHED Committee will meet to review ZTA 19-07, which would amend the Montgomery County Zoning Ordinance to do the following:

  • allow certain telecommunications towers as a limited or conditional use in certain residential zones;
  • revise the standards for telecommunications towers allowed as a limited or conditional use;
  • revise the conditional use findings required for the replacement of a pre-existing pole; and
  • generally amend use requirements to address certain telecommunications towers.

This ZTA would allow poles with antennas as a limited use in residential zones where the pole for the antenna would replace a pre-existing utility pole, streetlight pole or site plan-approved parking lot light pole. The intent of this ZTA is for the County to set its own standards for telecommunications towers; otherwise, the County could be preempted with less favorable standards by the Maryland General Assembly.

ZTA 19-09, Prohibited Roof Signs
The PHED Committee also will review ZTA 19-09, which would allow roof signs in Red Policy Areas as identified in the most recent Subdivision Staging Policy. Each area in the Subdivision Staging Policy Map has been given a category which is used to assess impact fees. These categories are green, yellow, orange and red. The map can be viewed here. Some buildings in high density areas are constructed with glass walls and signs that block windows are impractical.

Meeting: Education and Culture (E&C) Committee and Public Safety (PS) Committee
Time: 11:15 a.m.

Topic:
School Bus Stop Safety
The E&C and PS Committees will meet jointly to receive an update on school bus stop safety from Montgomery County Public Schools (MCPS) and the Montgomery County Police Department (MCPD). Chair Rice and Chair Katz requested this briefing after learning of two tragic incidents that happened near bus stops in December.

Meeting: Transportation and Environment (T&E) Committee and Education and Culture (E&C) Committee
Time: 2 p.m.

E&C Committee: Councilmembers Craig Rice (Chair), Will Jawando (Lead for Libraries) and Nancy Navarro 
Topic:
Kids Ride Free Program
The T&E and E&C Committees will meet jointly to review RideOn’s Kids Ride Free Program. As of July 2019, all Montgomery County residents ages 18 and under can ride RideOn buses and RideOn Flex for free at all times. Early last year Councilmember Glass recommended and the Council appropriated funding in the operating budget for expanding the program to all bus service hours.
