Council Committee Meetings on Feb. 10

The following committee meetings are scheduled for Monday, Feb. 10. Meeting: Planning, Housing and Economic Development (PHED) Committee and Health and Human Services (HHS) Committee
Time: 9:30 a.m.

Interagency Commission on Homelessness Three-Year Strategic Plan
The PHED and HHS Committees will meet jointly to receive a briefing on the Interagency Commission on Homelessness (ICH) Three-Year Strategic Plan. The ICH was established in 2014 to improve the coordination and cooperation among government, service providers and community organizations that is needed to reduce homelessness. The three-year strategic plan contains goals and strategies to be achieved by December 2023.

Office of Legislative Oversight (OLO) Report 2019-4: Inventory of Rent Subsidy Programs in Montgomery County
The PHED and HHS Committees also will hold a follow-up discussion on OLO Report 2019-4. The Council asked OLO to prepare this report on the rent subsidy programs in Montgomery County and the populations served by these programs. This report inventories 29 programs administered in the County that provide rent subsidies on behalf of households (individuals or families) who would be otherwise unable to obtain or retain permanent housing due to low income and/or a disabling condition.

E&C Committee: Councilmembers Craig Rice (Chair), Will Jawando (Lead for Libraries) and Nancy Navarro

Capital Improvements Program (CIP): Health and Human Services
The HHS and E&C Committees will meet to review the fiscal year 2021-2026 (FY21-26) Capital Improvements Program (CIP) for the Montgomery County Department of Health and Human Services (DHHS). The Committees will review the three education-related projects recommended by the County Executive for the FY21-26 CIP and capital budget: childcare renovations, the high school wellness center, and school-based health and Linkages to Learning centers. The Committees also will discuss the Child Care in School project, which continues to be an active project but does not have any funding programmed in the FY21-26 period. Dr. Raymond Crowl, director of DHHS; David Dise, director of the Department of General Services; and Seth Adams, director of the Department of Facilities Management, are among those expected to attend the meeting.
