Council will meet virtually on May 12 at 1:15 p.m. to receive operating budget updates and hold public hearing on special appropriations for Montgomery County Public Schools

The Council will meet virtually on Tuesday, May 12 at 1:15 p.m. Council staff reports and additional information on items scheduled for Council review can be viewed at: http://www.montgomerycountymd.gov/COUNCIL/ondemand/index.html. The Council is scheduled to hold public hearings and vote on the following special appropriations:

Special Appropriation to Montgomery County Public Schools’ (MCPS) FY20 Operating Budget - $303,094 for the Comprehensive School Safety Initiative Program Grant
The Council will hold a public hearing and vote on a special appropriation of $303,094 to MCPS’ FY20 Operating Budget for the Comprehensive School Safety Initiative Program Grant. The Board of Education requested this appropriation on March 23, and the County Executive recommends approval. This appropriation will provide funds to support a study, conducted jointly by MCPS and the RAND Corporation, on effective school discipline practices. The study will examine the effectiveness of combining the existing Restorative Justice practice with the Positive Behavioral Interventions and Supports method. If the new approach is successful, the program will be implemented district-wide.

Special Appropriation to MCPS’ FY20 Operating Budget - $962,000 for the Striving Readers’ Comprehensive Literacy Grant
The Council will hold a public hearing and vote on a special appropriation to MCPS’ FY20 Operating Budget for the Striving Readers’ Comprehensive Literary Grant. This special appropriation will provide funds for MCPS, together with Montgomery County Public Libraries, to expand foundational literacy programs for students who are from low-income families, receiving special education services or are enrolled in English for Speakers of Other Languages programs.

The Council also is scheduled to complete its review of the Fiscal Year 2021 (FY21) Operating Budget for the Legislative Branch Communications Office Non-Departmental Account (NDA) and the Public Information Office (PIO). The Legislative Branch Communications Office NDA provides funds to strengthen the capacity of five legislative branch offices (the Council Office, the Office of Legislative Oversight, the Board of Appeals, the Office of Zoning and Administrative Hearings, and the Office of the Inspector General) to inform residents of issues that directly affect them and to ensure that community concerns are effectively taken into account.

The Council will close out its meeting with a review of the following aspects of the FY21 Operating Budget: FY21 continuity of services revenue and expenditures changes; fiscal policy; potential Council changes to continuity of services; and expenditures for potential federal funding.
