Public hearing on special appropriations for Coronavirus Relief Fund and Early Care and Education Initiative Recovery Fund

The Montgomery County Council will hold public hearings and vote on Tuesday, June 16, 2020 at 1:30 p.m. on the following Special Appropriations:

Special Appropriation to the County Government’s FY20 Operating Budget - $80,000,000 for Federal Coronavirus Relief Fund Nondepartmental Account. Source of Funds: Federal Grant. The Special Appropriation will refund prior General Fund expenditures on COVID-19 related expenses eligible for Coronavirus Relief Fund (CRF) funding (approximately $49 million) and indicates the potential uses of the remaining $31 million that will be appropriated. It requires reporting to the Council every two weeks on expenditures. Additional Council action will be required to appropriate the remaining $103 million.

Special Appropriation to the County Government’s FY20 Operating Budget, Early Care and Education NDA - COVID-19 Early Care and Education Initiative (ECEI) Recovery Fund - $10,000,000. Source of Funds: General Fund Reserves. This special appropriation is needed to provide reopening expenses for licensed child care center programs, registered family child care homes, and letter of compliance programs including one month of expenses to support operations until tuition payments are collected and compensation for significant financial loss caused directly or indirectly by COVID-19 restrictions.

NOTE: During the Covid-19 state of emergency, the public is not able to be physically present in the Council Hearing Room.  Residents who would like to call in to testify at a Council public hearing need to preregister on the Council's web page at https://www.montgomerycountymd.gov/council/calendar.html . Once the public hearing sign up request form is submitted and the public hearing list is created, individuals will receive separate confirmation notifications that include the appropriate phone number to call for the public hearing.

Community members also have the option to provide audio, video and written testimony to the Council using a recently developed online testimony form on the Council's web page which can be found at https://www.montgomerycountymd.gov/COUNCIL/PHSignUp.html. The testimony provided with the online option carries the same weight as testimony given at a public hearing. Councilmembers consider all comments as part of their deliberations.
