Montgomery County is interested in establishing an Electric Vehicle (EV) Group Buy Program (sometimes known as “Cooperative Purchasing”), in order to harness the power of volume purchasing and reduce the cost to residents of buying or leasing an EV. To help structure the program in an effective and equitable way, the County has issued a Request for Information (RFI) to obtain input from individuals and organizations who have experience relevant to EV Group Buy programs and those with more general experience and knowledge surrounding electric vehicles.
The County is interested in working with a lead organization that will administer the program. A successful EV Group Buy Program would increase the scale and rate of EV adoption It also would reduce transportation emissions – which currently account for 42 percent of the County’s Greenhouse Gas emissions – and would support achievement of the County’s climate goals. The program would generate more EV sales for local car dealerships, and would make EVs more accessible to all, particularly to lower-income residents and others who have historically been left out of similar technology initiatives.

Responses can be sent via email to [email protected] through 5 p.m. on Thursday, Dec. 31. An Electric Vehicle Group Buy Forum will be scheduled following receipt and evaluation of responses. Those responding in writing to the RFI will be invited to participate in the forum.
