Bill 51-20 will require landlords and apartment building owners to install and maintain window guards in apartments with children ages 10 and under.
ROCKVILLE, Md., Jan. 11, 2021—Council President Tom Hucker will be joined by housing and renter advocates and tenants on Wednesday, Jan. 13, at 10:30 a.m. for a virtual press conference on Bill 51-20, also known as the Window Guard Bill. Spearheaded by Council President Hucker, the bill comes in response to several incidents of young children enduring serious injuries from window falls in Montgomery County. The bill was introduced in December, two months after a 2-year-old boy died after falling from an apartment window in Takoma Park. Council President Hucker will give a brief introduction and speakers will share their personal testimonies and support for the bill.
