Montgomery County Council to Hold Public Hearings on May 17 and June 14, 2022

The County Council will hold public hearings to receive testimony on new items introduced to the Council as follows:

May 17, 2022 at 1:30 p.m.

Deadline to sign up to speak is May 16 at 5 p.m.

  1. Special Appropriation to the County Government’s FY22 Operating Budget, Department of Recreation, Youth Development - $250,000 for After School Youth Support and Engagement Hubs (Source of Funds: Federal Grant); and Amendment to FY22 Operating Budget Resolution 19-872 Section G, FY22 Designation of Entities for Non-Competitive Contract Award Status: Montgomery County Collaboration Council for Children, Youth and Families.
  2. Special Appropriation to the County Government’s FY22 Operating Budget, Office of Community Use of Public Facilities, Facility Fee Assistance Program - $125,000 for Youth Out-of-School Time Initiative (Source of Funds: Federal Grant).

  1. ZTA 22-02, Density and Height Limits, Parking - Biohealth, would amend the Biohealth Priority Campus (BPC) provisions by allowing the consolidation of facilities such as utilities, open space, and parking, and provide parking standards for the entire BPC. ZTA 22-02 will also allow additional height and increased flexibility in density for urban biohealth facilities.
  2. ZTA 22-03, Downtown Silver Spring Overlay Zone, would remove the Ripley/South Silver Spring (RSS) Overlay Zone, modify the Fenton Village (FV) Overlay Zone, establish the Downtown Silver Spring Overlay Zone, and generally amend the provisions for overlay zones.

The Council returned to in-person meetings on March 15; residents continue to have the opportunity to testify remotely for public hearings or provide in-person testimony at the Council Office Building in Rockville for many public hearings.

Residents can register to speak at a public hearing, provide written testimony, prerecorded audio or video testimony using the online form at; or sent by mail to County Council, 100 Maryland Ave., Rockville, MD 20850; or residents may sign up to testify remotely by phone (call 240-777-7803 for information). The Council is recommending that residents, who choose to attend in-person Council meetings, get fully vaccinated to protect themselves and others against Covid-19. If this is not possible, virtual participation is encouraged.

Residents who would like to call in or testify at a Council public hearing need to preregister on the Council's web page at Once the public hearing sign up request form is submitted and the public hearing list is created, individuals will receive separate confirmation notifications that include the appropriate link to use or phone number to call for the public hearing.
