Update: Two Suspects Charged in Olney Hate-Based Assault

Detectives from the Montgomery County Police Department – 4th District Investigative Section have charged Jose Luis Ledesma-Chavez, age 24, of the 17700 block of Chipping Court in Olney and Hamdan Ibrahim Bibi Vincent, age 24, of the 11400 block of Cherry Hill Road in Beltsville, for the October 22 hate-based assault that occurred at The Greene Turtle bar and restaurant located at 18101 Town Center Drive in Olney.

On October 22 at approximately 2:50 a.m., 4th District officers responded to The Greene Turtle bar and restaurant for the report of an assault in progress.  The investigation by detectives revealed that a group of four people, that included a married, same-sex couple, were at the bar and that another larger group of males were sitting at a table across the room.  At closing time, members of the larger group began to leave the establishment.  As the larger group exited, a male from that group, later identified as Ledesma-Chavez, walked up behind the group of four people.  Ledesma-Chavez poured water on one of the gay victims.  As Ledesma-Chavez was pouring water on the victim, he referred to the victim in a derogatory manner regarding sexual orientation.  Ledesma-Chavez then left the restaurant.   Individuals from both groups became involved in a physical altercation in the parking lot.  Ledesma-Chavez and another suspect, later identified as Vincent, each assaulted one of the gay victims.  After the altercation, the suspects fled from the parking lot in separate vehicles.

Fire and Rescue responded to the location and transported the two male victims to the hospital for treatment of non-life-threatening injuries sustained during the altercation.

Detectives identified the two suspects using investigative methods to include reviewing surveillance video from inside The Greene Turtle.  On October 28, investigators obtained an arrest warrant for Ledesma-Chavez charging him with harassment of certain classes of persons and second-degree assault.  Investigators obtained an arrest warrant for Vincent charging him with one count of second-degree assault.

Ledesma-Chavez was arrested at his residence on November 4.   He was released after posting a $2,600 bond.   Vincent was arrested on the strength of the Montgomery County arrest warrant by troopers from the Maryland State Police on November 10.  Bond information for Vincent is not available at this time.
