Update: Former Elementary School Teacher Charged with Additional Sexual Offenses; More Victims Identified

For Immediate Release: Thursday, November 17, 2016

On June 27, detectives from the Montgomery County Police Department – Special Victims Investigations Division (SVID) arrested and charged John Vigna, age 50, of the 1000 block of Notley Road in Silver Spring, with one count of sexual abuse of a minor and four counts of third-degree sex offense.   These charges involve two juvenile female victims. At the time of the offenses, John Vigna was a third-grade teacher at Cloverly Elementary School located at 800 Briggs Chaney Road. The victims were students at the school.  Detectives were concerned that additional students had been victimized by Vigna.  Investigators released information regarding Vigna’s arrest to the media and public and requested that anyone who may have been victimized to contact detectives.

After Vigna’s initial arrest, detectives were contacted by three previously unknown victims who reported the following:

  • A female in her twenties reported that Vigna sexually abused her while she was a student at Cloverly Elementary School during the 2000 to 2002 school years.
  • A juvenile female reported that Vigna sexually abused her during the 2013 to 2014 school year at Cloverly Elementary School.
  • A juvenile female reported that Vigna sexually abused her during the 2015 to 2016 school year at Cloverly Elementary School.
On November 15, detectives obtained an arrest warrant for Vigna, charging him with two additional counts of sexual abuse of a minor, child abuse exploitation, and three additional counts of third degree sexual offense.  On November 17, Vigna was arrested after he turned himself in to detectives.  Vigna was ordered held without bond.

Detectives are requesting that parents of students who had Vigna as a teacher, talk to their children about their interactions with him and contact SVID detectives at 240-773-5400 if they believe their child was victimized.
