KinderCare Worker Charged with Sex Offense; Possibility of Additional Victims a Concern

Detectives from the Montgomery County Police Department – Special Victims Investigations Division have arrested and charged Raul Teroy Tuban, age 56, of the 9400 block of Horizon Run Road in Montgomery Village, with one count of sexual abuse of a minor and one count of third-degree sexual offense against a juvenile female victim.  The alleged abuse occurred while the 3-year-old victim attended the KinderCare Learning Center located at 18000 Sioux Lane in Gaithersburg where Tuban worked as a cook.

In November of 2016, detectives from the Special Victims Investigations Division (SVID) received information that Tuban had inappropriate sexual contact with the victim while she was at the KinderCare Learning Center.

Investigators learned that the victim attended the KinderCare Learning Center and detectives determined that she knew Tuban worked in the lunch room of the center.  Investigators also learned that Tuban worked as a driver for the center and would often drive children to and from the learning center.  The investigation revealed that on October 22, 2016, the victim was taking a nap at the KinderCare and awoke to find Tuban touching her inappropriately.  Later that day, the victim reported Tuban’s inappropriate contact to a family member.  Detectives were notified of the allegations on November 22, 2016.

During a police interview, Tuban provided detectives with inconsistent statements regarding the inappropriate contact with the victim.

After a lengthy and complex investigation, detectives obtained a warrant for Tuban’s arrest.  On July 14, Tuban was arrested at his home on the strength of the arrest warrant.  He was released after posting a $25,000 bond.

Investigators are releasing this information in order to determine if any other juveniles were victimized by Tuban. Detectives are requesting that parents of juveniles who attend/attended the KinderCare Learning Center talk to their children about their interactions with Tuban and contact SVID detectives at 240-773-5400 if they believe their child was victimized.
