Update: Three Suspects Arrested for July 19 Homicide in Silver Spring Area

Detectives from the Montgomery County Police Department – Major Crimes Division have arrested and charged Re’Quan Kasim Hopson, age 21, of the 1900 block of South Kenmore Street in Arlington, Virginia, Oliver Waltz Farley, age 19, of the 1500 block of South Randolph Street in Arlington, Virginia, and Brian Anthony Mackall, age 20, of the 4100 block of Suitland Road in Suitland, Maryland for the homicide of 20-year-old Jon-Christian Kemachet-Webster.  The homicide occurred on July 19 in the home where Kemachet-Webster and his family lived in the 1600 block of Belvedere Boulevard in the Forest Glen area of Silver Spring.

On Wednesday, July 19 at approximately 9:51 p.m., the Emergency Communications Center (911) received a call from an occupant of a residence in the 1600 block of Belvedere Boulevard who reported that a suspect had entered the home and had shot one of the other occupants of the house.  The caller further stated that the suspect had fled from the home after the shooting.  Third District officers responded to the residence and located the victim on the upper level of the home suffering from an apparent gunshot wound.  Fire and Rescue personnel responded to the house and transported the victim to a local hospital where he succumbed to his injuries.

Investigators have confirmed that this homicide is related to the illegal distribution of marijuana.  Detectives determined that Hopson, Farley, and Mackall arrived at the victim’s home to purchase a large quantity of marijuana shortly before the homicide.  The victim invited Farley and Mackall into the home while Hopson waited in a vehicle that was parked on Belvedere Boulevard.  After entering the home, Farley and Mackall proceeded upstairs with the victim to the victim’s bedroom.  Once they were upstairs, the victim was shot.  Farley and Mackall then fled from the home.  Mackall entered the vehicle being driven by Hopson and these two suspects then fled from the area.  Farley fled from the home and was later driven from the area by an Uber driver.

On July 20, Hopson was arrested by Arlington County, Virginia, Police Department officers for offenses that occurred in Arlington and were unrelated to this homicide.  Montgomery County Police detectives responded to Arlington County and interviewed Hopson regarding the Kemachet-Webster homicide investigation.  During the interview, Hopson admitted to driving both Farley and Mackall to the victim’s home to purchase marijuana and then to driving Mackall from the home after the homicide.  Montgomery County Police investigators obtained an arrest warrant for Hopson, charging him with first-degree murder.  Hopson is currently being held in the Arlington County Jail pending extradition to Montgomery County.

Subsequent to Hopson’s arrest, Farley was arrested that afternoon at his place of employment in Northwest, Washington, D.C., by Metropolitan Police Department officers on the strength of a Montgomery County first-degree murder warrant.  Farley is currently being held in Washington, D.C., pending extradition to Montgomery County.

On July 24, investigators obtained an arrest warrant for Mackall charging him first-degree murder.  He was arrested on July 25 by Metropolitan Police Department officers in Washington, D.C.  Mackall is currently being held in Washington, D.C., pending extradition to Montgomery County.
