Suspect Charged With Committing Sexual Offenses Against Two Adult Female Victims

Detectives from the Special Victims Investigations Division (SVID) have arrested Colin Sime Black ,age 33, of Clemson Court in Rockville, for committing sexual offenses against two adult women.  Black is a guidance counselor at Albert Einstein High School in the Kensington area.

On March 24, 2017, an adult female reported to police that she had met Black on the social media app "Tinder."  The victim agreed to meet Black on March 24 at his residence, which at the time was an apartment in Rockville.  The victim and Black engaged in consensual sex.  Black then committed sexual acts without the victim's consent.

On September 15, 2017, officers were notified of a possible sexual assault that occurred in December 2016 involving Black as the suspect.  Investigators spoke to the victim on October 3. The adult female reported to police that she had met Black on "Tinder" in 2016.  On December 31, 2016, Black and the victim met for a second time.  The victim drove to Black's residence and they engaged in consensual sex.  Black then committed sexual acts without the victim's consent.

The two victims do not know each other.  The victim who reported these offenses on October 3 did not have knowledge of the ongoing investigation of the offenses committed by Black on March 24.

Black was arrested today via a criminal warrant charging him with two counts of second-degree sexual offense and one count of second-degree assault.  He was transported to the Central Processing Unit.  Bond information is not available at this time.
