Rockville Fatal Collision Investigated

Detectives from the Montgomery County Police Department – Collision Reconstruction Unit (CRU) are investigating a fatal collision that occurred last night in Rockville.

On Saturday, December 16 at approximately 11:14 p.m., 1st District officers, Rockville City police officers, and Fire and Rescue personnel responded to the intersection of Rockville Pike (Route 355) and Congressional Lane for the report of a collision that had just occurred.

The preliminary investigation revealed that a 2014 Tao Tao Scooter was traveling southbound on Rockville Pike approaching Congressional Lane.  At the same time, a 2008 BMW 335xi was attempting to make a left turn from northbound Rockville Pike onto westbound Congressional Lane.   For reasons still under investigation, the two vehicles collided on Rockville Pike.  After the initial collision between the Scooter and the BMW, the driver of the BMW stopped his vehicle on Congressional Lane and fled from the vehicle on foot.  A short time later, responding officers located the driver of the BMW on Congressional Lane and arrested him for driving under the influence (DUI).

The operator of the 2014 Tao Tao Scooter is being identified as Ross Stanley Redler, age 56, of the 5900 block of Halpine Road in Rockville.  He was transported to a local hospital with life-threatening injuries.  Redler succumbed to his injuries at the hospital.

The driver of the 2008 BMW 335xi is being identified as Mark Steven Andrade, age 24, of the 7500 block of Democracy Boulevard in Bethesda.  He was not injured in the collision.

This remains an open investigation.  Investigators will consult with the Montgomery County State’s Attorney’s Office to determine if Andrade will be charged with additional offenses related to this collision.  Anyone who witnessed this collision or has information about this collision is asked to call the Collision Reconstruction Unit at 240-773-6620.
