Multiple Suspects Charged in White Oak Rape Investigation

Detectives from the Montgomery County Police Department – Special Victims Investigations Division have arrested the following male suspects with crimes relating to a 19-year-old female being raped and assaulted multiple times on March 28.

Martin Moise Chery, age 21, of the 11400 block of Lockwood Drive in White Oak, charged with first-degree rape, second-degree rape, and first-degree assault.

Jordan W. Cobbs, age 20, of the 100 block of Applegrove Road in Silver Spring, charged with first-degree rape, second-degree rape, and conspiracy to commit rape.

Tombong S. Saidy, age 18, of the 3500 block of Farthing Drive in Wheaton, charged with first-degree rape, second degree rape, and conspiracy to commit rape. 

Detectives are asking for the public's help in locating two additional males who were present in the White Oak apartment and raped and assaulted the victim.

On March 28, 4th District officers responded to MedStar Montgomery Medical Center, located at 18101 Prince Philip Drive in Olney for the report of a rape that had just occurred.  The victim stated to investigators that earlier that evening, she was playing dominoes with the five suspects inside of an apartment in the 11400 block of Lockwood Drive in White Oak.  The victim stated that everyone in the apartment had been drinking and that at one point she went to a bedroom to lay down.  The victim reported that while she was in the bedroom, Chery, Saidy, Cobb, and the two additional suspects entered the bedroom.  Chery and Saidy forcibly raped the victim.  After Chery and Saidy assaulted the victim, Cobb then forcibly raped the victim.  After Cobb's assault, the two unnamed suspects then simultaneously raped the victim.

Detectives identified Chery, Cobb, and Saidy and on April 4, obtained a Montgomery County arrest warrant charging them with rape and assault.  Detectives are still working to locate and confirm the identities of the two remaining suspects.

Chery, Cobb, and Saidy were arrested on the strength of a warrant for their respective charges.  Chery and Cobbs are being held without bond.  Saidy is scheduled for bond review at the Rockville District Court tomorrow (April 10) at 1p.m.
