Suspect Charged in 2017 Rape

Detectives from the Montgomery County Department of Police – Special Victims Investigations Division (SVID) have charged Victor Jamar Killen, age 26, of the 9800 block of Cottrell Terrace in Silver Spring, for the 2017 first-degree rape, assault, and kidnapping of an adult female victim.  Investigators are still working to determine where in Montgomery County these crimes occurred.

The investigation by detectives determined that on December 22, 2017, the victim was a passenger in a vehicle when two suspects, both wearing masks, entered the vehicle.  One suspect pointed a weapon at the victim and covered her eyes.  The victim was then driven to an unknown location within Montgomery County.  The suspect who was armed with the weapon forced the victim from the car and into what is believed to have been an interior area of an unknown apartment complex.  The suspect then raped the victim.

After the rape, the suspect had the victim dropped off near a shopping center in an unknown area of Silver Spring.  The victim later contacted police.

During the investigation, the suspect’s DNA was recovered as evidence and entered into a national law enforcement DNA database (The Combined DNA Index System – CODIS).

In January of 2019, detectives were notified that the suspect DNA entered into CODIS matched the DNA belonging to Killen.  Detectives obtained an arrest warrant for Killen charging him with one count of first-degree rape, one count of first-degree assault, and one count of kidnapping.

On Sunday, May 12, Montgomery County police detectives were notified by officers from the Maryland Transportation Authority Police Department that they had arrested Killen for the outstanding Montgomery County warrant following a traffic stop at Baltimore/Washington International Thurgood Marshall Airport (BWI).

Killen was transported to the Central Processing Facility (CPU) where he is currently being held without bond.

This remains an ongoing investigation.  Detectives continue to work to identify any additional suspects in this crime.
