Detectives from the Montgomery County Department of Police - Special Victims Investigations Division (SVID) have charged
James Allen Booker, age 59, of Weymouth Street in Upper Marlboro, with the second-degree rape and third-degree sex offense of a 12-year-old female. These charges stem from a May 23
rd incident where Booker drove the victim to her residence in Wheaton and then sexually assaulted her in his vehicle. Booker and the victim did not know each other prior to this incident.
The victim stated to detectives that on the afternoon of Thursday, May 23
rd, she was walking home from school during a thunderstorm. As she walked home, the suspect pulled his vehicle alongside her and asked her if she would like a ride home. The victim accepted the suspect's ride offer, entered his vehicle, and provided him with her home address.
The suspect drove the victim to her home and parked his vehicle in front of the victim’s residence. The suspect then sexually assaulted the victim as they sat in his parked car. After the assault, the suspect allowed the victim to exit his vehicle. The victim entered her residence and immediately told a parent about what had just occurred. That parent then contacted the police.
During the investigation, detectives identified Booker as the suspect. This afternoon (Tuesday, May 28
th), Booker was arrested at his place of employment in the Wheaton area on the strength of a Montgomery County arrest warrant. Booker was transported to the Central Processing Unit where he was charged with one count of second-degree rape and one count of a third-degree sex offense. Bond information for Booker is not yet available.
