Detectives Investigate Fatal Collision in Germantown

Detectives from the Montgomery County Department of Police - Collision Reconstruction Unit are investigating a fatal collision that occurred early this morning in Germantown.

On Sunday, February 9, at approximately 1:31 a.m., 5th District officers and Fire & Rescue personnel responded to Frederick Road (Maryland 355) at Plummer Drive for the report of a collision and a structure fire.

Preliminary investigation by CRU detectives determined that a 2019 Volkswagen Jetta was making a left turn onto Plummer Drive from northbound Frederick Road when it collided with a 2013 Toyota Scion FR-S that was traveling south on Frederick Road. The Toyota then left the roadway and struck a carport and a 2015 Nissan Rogue that was parked in the driveway of a residence in the 19900 block of Plummer Drive.

As a result of the collision, a fire began in the carport.  Officers responding to the collision were able to rescue the driver and the three passengers from the Toyota.  Fire & Rescue personnel extinguished the fire.

The driver (and sole occupant) of the Volkswagen, 51-year-old Resham Lal of Saint Johnsbury Lane in Germantown, was pronounced deceased at the scene.

The driver of the Toyota, Oscar Joaquin Villalta Ruiz, age 25, of Sage Terrace in Germantown, and his passengers: two, 14-year-old females and a 20-year old female, were transported to local hospitals with serious but non-life threatening injuries.
