Statement from Montgomery County Executive Marc Elrich on Samsung Biologics' Purchase Announcement of Manufacturing Assets in Rockville

"The acquisition of GSK’s Rockville manufacturing campus by Samsung Biologics represents a significant achievement for Montgomery County. It serves as a robust endorsement of the ecosystem we have cultivated, which is founded on talent, diversity, and enduring partnerships. 

This $280 million investment brings the world's largest contract drug manufacturer to Montgomery County, ensuring U.S.-based manufacturing continues, safeguarding over 500 current jobs, and setting the stage for further growth as Samsung boosts production capacity. This is Samsung’s first US-based manufacturing site. It also highlights the combined efforts of our County, the State of Maryland, and the Montgomery County Economic Development Corporation to engage more with the biopharmaceutical industry and enhance international connections. 

The diversity of our constituents and communities, combined with our highly educated workforce, makes us an appealing destination for global companies. Supported by strong public education, research institutions, and industry expertise, these investments drive growth. As home to the FDA, and, NIH, and NIST, international companies are discovering that proximity to experienced professionals who understand regulatory processes is critical to the speed-to-market of their products.  

In recent years, our economic strategy has focused on strengthening key industries, engaging internationally, and enhancing the workforce and infrastructure to support businesses. Notably, the creation of the University of Maryland Institute for Health Computing, the County’s first graduate research academic center, is leading advancements in AI, health computing, and data science to drive innovations in life sciences. This institute has been met with great fanfare from businesses both local and abroad. Together with the assets of the Universities at Shady Grove and Montgomery College, as well as the new BioHub Education and Training Center in Montgomery County, we have invested in developing talented workers.
