The Montgomery County Council will meet on Tuesday, July 18 at 9:15 a.m. and will begin with a proclamation, presented by Councilmembers Sidney Katz, Gabe Albornoz and Dawn Luedtke to commemorate Peace Day in honor of Mattie J.T. Stepanek’s life and legacy.
At 1:15 p.m., Council Vice President Andrew Friedson and Council President Evan Glass will lead a proclamation presentation recognizing Ken Reichard for his years of service to U.S. Senator Ben Cardin.

Bill 24- 23, Airpark Community Advisory Committee - Established
Vote expected: The Council is expected to vote on Bill 24- 23, Airpark Community Advisory Committee – Established. Bill 24-23 was introduced by lead sponsor Councilmember Luedtke on May 2, 2023. Council President Glass and Councilmembers Will Jawando, Albornoz, Katz and Laurie-Anne Sayles are cosponsors. A public hearing was held on June 13, at which numerous speakers testified in favor of the bill.
Bill 24-23 would establish an Airpark Community Advisory Committee; specify the membership, responsibilities and staffing of the committee; and generally amend the laws regarding airports within the County and regarding an advisory committee concerning airports. The Airpark Community Advisory Committee would advise the County Executive, County Council and the Revenue Authority regarding the community impacts of Montgomery County Airpark operations. The Transportation and Environment (TE) Committee recommends enactment with amendments.
Bill 15-23, Landlord-Tenant Relations - Anti Rent Gouging Protections
Vote expected: The Council is expected to vote on Bill 15-23, Landlord-Tenant Relations – Ant-Rent Gouging Protections, as recommended by the Planning, Housing and Parks (PHP) Committee by a 2-1 vote with Council Vice President Friedson opposing. The bill would set the annual rent increase allowed under Montgomery County law to the lesser of the Consumer Price Index for All Urban Consumers (CPI-U) plus three percent or six percent of the base rent. The legislation would establish protections against rent increases above a threshold for certain rental units, set the base rental amount for certain rental units, and generally amend County law concerning rents and landlord-tenant relations. The purpose of the legislation would be to prevent rent gouging in the County. The lead sponsors are Councilmembers Natali Fani-González and Katz.

County Executive’s Nominee for Chief, Aging and Disability, Department of Health and Human Services
Interview: At 1:30 p.m., the Council is expected to interview the County Executive’s nominees for the position of Chief of Aging and Disability in the Department of Health and Human Services (DHHS).
Vote expected: The Council is expected to vote on Zoning Text Amendment (ZTA) 23-02, Regulatory Approvals - Mixed-Use Housing Community, and Subdivision Regulation Amendment (SRA) 23-01, Administrative Subdivision - Mixed-Use Housing Community. ZTA 23-02 would define a mixed-use housing community and create an expedited approval process for projects that contain a specified percentage of affordable housing as well as two commercial uses. SRA 23-01 would create an administrative subdivision process for a mixed-use housing community plan to ensure that the timelines are compatible in the event subdivision is necessary.
Councilmember Sayles and Vice President Friedson are lead sponsors of ZTA 23-02 and SRA 23-01. Councilmembers Luedtke, Kate Stewart and Council President Glass are cosponsors.
