The Government Operations and Fiscal Policy (GO) Committee will meet on Thursday, Oct. 5 at 2:30 p.m. to receive a briefing on the revenue and expenditure context for the Capital Improvements Program (CIP) and discuss factors that may impact the upcoming Fiscal Year (FY) 2025-2030 CIP review process.
The members of the GO Committee include Chair Kate Stewart, Council Vice President Andrew Friedson and Councilmember Sidney Katz.

Fiscal Overview of the Capital Improvements Program
Briefing and review: The GO Committee will receive a briefing on the revenue and expenditure context for the Capital Improvements Program (CIP) and discuss factors that may impact the upcoming FY25-30 CIP review process. The CIP is comprehensively reviewed and approved biennially by the Council. Final action on CIP resolutions will occur in May 2024. In addition to annual appropriations for the capital budget, all existing projects and any new project requests will be reviewed by the Council during this time.
At a meeting held on September 26, the Council approved the FY25-30 CIP Spending Affordability Guidelines for General Obligation Bonds and M-NCPPC Bonds. This is the first step in the Council’s FY25-30 CIP review. During its continuing review, the Council will balance expenditures across the six-year period with projected revenues consistent with the approved Spending Affordability Guidelines.
