The County Council will hold public hearings to receive testimony on new items introduced to the Council as follows:

March 14, 2023 at 1:30 p.m.
Deadline to sign up to speak is March 13 at 2 p.m.

  • Expedited Bill 13-23, Montgomery County Urban Districts - Friendship Heights Urban District, would create an urban district located in the Friendship Heights area of the County, expand the purposes of urban districts in the County, create a commercial district charge as an additional mechanism to fund an urban district, establish a Friendship Heights Urban District Advisory Committee and generally amend the law concerning urban districts in the County.

  • Bill 14-23, Late Night Business Safety Plan, would require that certain businesses obtain an approved late night business safety plan before operating in certain areas of the County, authorize the Department of Police to review and approve a proposed late night business safety plan, authorize the Department of Police to establish the requirements of a late night business plan, and generally amend the law regarding public safety and the operation of late night businesses in the County.

  • Supplemental Appropriation to the County Government’s FY23 Operating Budget, Department of Police, FY23 Governor’s Office of Crime Control and Prevention (GOCCP) Police Accountability and Community Transparency (PACT) Grant Award, $498,060 (Source of Funds: State Grant). 

  • Supplemental Appropriation to the County Government’s FY23 Operating Budget, Office of County Executive, Purple Line Light Rail Project Business Grants, $815,000 (Source of Funds: State Grant).

  • Bill 11-23, Motor Vehicles and Traffic - Traffic Control Signals, Devices, and Enforcement Action Plan (The Safe Streets Act of 2023), would require an infrastructure review for pedestrian-related collisions within a County’s school zone, prohibit a driver of a motor vehicle from making a right turn on a red at certain intersections, require certain traffic control devices at crosswalks in the County’s downtown and town center areas, require the County Executive to provide an automated traffic enforcement plan and generally amend the law regarding motor vehicles and traffic control.

  • Bill 12-23, Police - Traffic Stops – Limitations (The S.T.E.P. Act), would prohibit a stop for certain traffic offenses by a police officer, prohibit consent searches of a vehicle by a police officer, require the collection of data and information related to traffic stops, exclude the limitations on traffic stops from collective bargaining and generally amend the County law regarding motor vehicle traffic policing.

Residents have the opportunity to testify remotely for public hearings or provide in-person testimony at the Council Office Building in Rockville.

The Council is recommending that residents, who choose to attend in-person Council meetings, get fully vaccinated to protect themselves and others against Covid-19. If this is not possible, virtual participation is encouraged.

Residents who would like to call in or testify at a Council public hearing need to preregister on the Council's web page at https://www.montgomerycountymd.gov/council/calendar.html. Once the public hearing sign up request form is submitted and the public hearing list is created, individuals will receive separate confirmation notifications that include the appropriate link to use or phone number to call for the public hearing.
