Committee will receive a briefing about the Merit System Protection Board independent classification and compensation audit, and review Office of the Inspector General reports about Transportation Management Districts and Chromebook inventory management at schools

The Audit Committee will meet on Wednesday, Oct. 8 at 1:30 p.m. to receive a briefing on the Merit System Protection Board (MSPB) Fiscal Year 2023 Independent Classification and Compensation Audit. In addition, the committee will review Office of the Inspector General (OIG) Report 25-9, Review of the Transportation Management Districts, and OIG Report 25-13, Montgomery County Public Schools (MCPS) Chromebook Inventory Management.

The members of the Audit Committee include Government Operations and Fiscal Policy (GO) Chair and Council President Kate Stewart, Council Vice President Will Jawando and Councilmembers Andrew Friedson and Sidney Katz.

Merit System Protection Board Fiscal Year 2023 Independent Classification and Compensation Audit

Briefing: The Audit Committee will receive a briefing on the MSPB Year 2023 Independent Classification and Compensation Audit, which details the findings and recommendations of an audit conducted by The Segal Group. The County Charter stipulates that the MSPB must periodically hire an independent outside consultant to conduct an audit of the County’s classification and compensation plan and procedures, and file written reports of its findings and recommendations with the County Executive and the Council. The MSPB entered into a contract with Segal in 2023 to conduct this audit and Segal conducted its work during 2024. Office of the Inspector General Report 25-9, Review of the Transportation Management Districts

Review: The Audit Committee will review OIG Report 25-9, Review of the Transportation Management Districts. This review focused on the Montgomery County Department of Transportation’s (MCDOT) administration of Transportation Management Districts, including compliance with County Code and claims of effectiveness in reducing single-occupancy vehicle trips. Montgomery County established Transportation Management Districts in 1987 to encourage the use of public transportation and decrease traffic congestion, reduce air and noise pollution and improve traffic safety. Office of the Inspector General Report 25-13, MCPS Chromebook Inventory Management

Review: The Audit Committee will review OIG Report 25-13, MCPS Chromebook Inventory Management. This review was conducted to assess MCPS inventory management practices related to Chromebooks. These devices were first introduced to MCPS in 2014 and there are now over 200,000 Chromebooks in the school system’s inventory. More than $19.5 million was spent on the devices in Fiscal Year 2024. The purpose of the review was to evaluate MCPS’s compliance with applicable policies, procedures and regulations related to inventory management of portable computers and assess whether MCPS has effective internal controls over portable computers to mitigate potential loss or theft.
