Update: Identity Released in Fatal Pedestrian Collision in White Oak

Detectives from the Montgomery County Police Department – Collision Reconstruction Unit (CRU) continue to investigate a fatal collision involving a pedestrian that occurred yesterday evening in White Oak.

Today, investigators are identifying the pedestrian as Elaine Rowena Allen, age 71, of an unconfirmed address.

On Thursday, November 9 at approximately 6:40 p.m., 3rd District officers and Fire and Rescue personnel responded to Columbia Pike (Route 29) at Hillwood Drive for the report of a pedestrian involved-collision.  First responders located Allen deceased in the roadway of Columbia Pike.

Preliminary investigation has revealed that a white, 2010 Ford E250 van driven by Carter L. Cockrell, age 75, of the 4600 block of 9th Street in Washington, D.C., was traveling south on Columbia Pike in the area of Hillwood Drive.  For reasons still under investigation, the Ford van collided with Allen.  Cockrell and the van remained at the scene.  Detectives continue to investigate the circumstances of the collision, to include Allen’s direction of travel and whether she may have been struck by an additional vehicle(s).
