Update: Detectives Seek Public’s Help in Fatal Pedestrian Collision in White Oak

Detectives from the Montgomery County Police Department – Collision Reconstruction Unit (CRU) continue to investigate a fatal collision involving a pedestrian that occurred on November 9 in White Oak.

Today, investigators are asking the public for help in locating the driver or owner of a grey or silver colored sedan that was traveling southbound on Columbia Pike (Route 29) near Hillwood Drive at approximately 6:30 p.m. on November 9.

On Thursday, November 9 at approximately 6:40 p.m., 3rd District officers and Fire and Rescue personnel responded to Columbia Pike (Route 29) at Hillwood Drive for the report of a pedestrian involved-collision.  First responders located Elaine Rowena Allen deceased in the roadway of Columbia Pike.

Preliminary investigation has revealed that a white, 2010 Ford E250 van driven by Carter L. Cockrell was traveling south on Columbia Pike in the area of Hillwood Drive.  For reasons still under investigation, the Ford van collided with Allen.  Cockrell and the van remained at the scene.  Detectives continue to investigate the circumstances of the collision, to include Allen’s direction of travel and whether she may have been struck by an additional vehicle(s)

Detectives believe that a grey or silver colored sedan was traveling in front of Cockrell’s van on Columbia Pike and may have witnessed the collision.  Investigators are asking that the owner or driver of that sedan to contact the Collision Reconstruction Unit at 240-773-6620.

Detectives further ask that anyone with information regarding this collision to contact the Collision Reconstruction Unit at 240-773-6620 or the police non-emergency number at 301-279-8000.
